JSC "BELLIS" in matters of certification of electrical products represents Belarus at the national, regional and international levels.

 

The testing laboratory and the certification body of electrical products BELLIS are accredited in the EAEU, the international conformity assessment system IECEE.

 

Today it is a competent engineering structure, which, based on many years of practical experience, participates in the development of rules and performs strategic tasks in the field of technical regulation. Professional awareness and initiative of BELLIS representatives do not go unnoticed by experts from international structures, which gives important results.

 

At the beginning of this year, BELLIS specialists participated in a meeting of the working group on certification within the framework of the Lisbon-Vladivostok initiative. The first step has been taken on a long journey towards a unified certification. The discussion was devoted to the development of proposals for cooperation between the Eurasian Economic Commission and the European Commission in the field of technical regulation, standardization and certification.

 

As you know, the Lisbon-Vladivostok initiative was founded in 2015 by businessmen from the European Union (EU) and the Eurasian Economic Union (EAEU). The main goal is a regulatory dialogue between the EU and the EAEU to harmonize standards and reduce trade barriers in the interests of European and Eurasian businesses.

 

The BELLIS representative Kathrin Moukha, as an IECEE technical expert, expressed confidence in the possibility of mutual recognition of product test results due to the participation of testing laboratories and certification bodies of Russia and Belarus in supranational associations, such as the IECEE international conformity assessment system.

 

Currently, the range of tasks of BELLIS is especially wide - these are testing and certification of products within the framework of the regional (EAEU) and national conformity assessment system of Belarus for energy efficiency, radio and telecommunications; testing and certification of products within the European and international systems; engineering, regulatory and information support for exporting manufacturers; providing the customer with an engineering infrastructure to identify the causes of inconsistencies and search for technical solutions; participation in the development of technical regulations of the Republic of Belarus and the EAEU, as well as certification of services and a number of other issues.

 

The BELLIS certification body was established in 1991 as an open joint stock company. Today it is the leading engineering center in Belarus and the EAEU for testing and certification of electrical, electronic products, audio and video equipment, cable products, information technology equipment, communications equipment, gas equipment, RoHS, etc. for compliance with national, regional and international regulations and standards.

 

The BELLIS laboratory has a full range of modern test equipment to check for compliance with the requirements of TR EAEU 037/2016 and directive 2011/65 / EU (RoHS): X-ray fluorescence spectrometer, optical emission spectrometer with inductively coupled plasma, gas chromatograph with mass spectrometer, spectrophotometer, microwave digestion system and other sample preparation equipment.

 

The BELLIS laboratory is the only laboratory on the territory of the EAEU that has the ability to conduct a full cycle of testing materials and products for compliance with the requirements of the EAEU TR 037/2016 regulation and directive 2011/65/EU (RoHS).

 

BELLIS is the main partner of Belarusian exporting enterprises in ensuring the entry of products to foreign markets. This is based on international accreditation and agreements on mutual recognition of the results of work with the world's leading testing and certification institutes - VDE (Germany), NEMKO (Norway), UV RHEINLAND (Germany), Intertek Semko (Sweden), EZU (Czech Republic), KTC (Korea), CEPREI (China), TUV SUD PSB (Singapore)‏, IMQ (Italy), EVPU (Slovakia), SIQ (Slovakia), PCBC (Poland), TUV (Hungary), LCIE (France), ELECTROSUIISSE (Switzerland) ) and etc.

 

BELLIS provides support to national manufacturers in the export of products through its full membership in the IECEE international conformity assessment system. 54 countries (including all developed countries), 90 national certification bodies (NCB), 535 testing CB laboratories (СBTL) participate in IECEE. The Republic of Belarus in the IECEE is represented by JSC "BELLIS", which is the National Certification Body (IECEE NCB), Testing Laboratory (IECEE CBTL).

 

A manufacturer, having a IECEE CB certificate and test report (IECEE CB Certificate/Test Report) issued by the National Certification Body (NCB) BELLIS, can obtain a national certificate for products in all other IECEE member states, which means the right to supply products to the market of these countries .
