The EEC has changed the procedure for the formation and maintenance of the register of issued certificates of conformity and registered declarations of conformity

On March 4, the Board of the Eurasian Economic Commission adopted changes to the Procedure for the formation and maintenance of a unified register of issued certificates of conformity and registered declarations of conformity.

The decision of the EEC Board completes a number of systemic changes in the fundamental documents in the field of conformity assessment, which were adopted in December last year. These are uniform forms of certificates and declarations of conformity and the procedure for registering declarations of conformity.

The new changes will help to increase the level of traceability and safety of goods, as well as the transparency of information on the conformity assessment of products contained in the named register. It is important to note the agreements of the EAEU countries on the introduction of additional information into the Procedure, which is included only in the national part of the unified register, if it is provided for by the legislation of the Member State, without transferring such information to the Commission, namely:

- identifier of the place of production of products (GLN (JI-L-EN) or another identifier - for products from third countries; - GTIN code (JI-TIN);

- the number of the customs declaration for products imported into the territory of the Union as samples;

- information on periodic evaluation of certified products;

- other information (on the application for certification; on the conclusion by the applicant of an agreement on the transfer of a serial certificate with another certification body, if the authority that issued the certificate is terminated).

This rule will be applied for two years, during which the Member States and the EEC will monitor whether there are any obstacles to the free movement of goods on the union market.

This approach will allow testing practices aimed, among other things, at expanding the possibilities for additional control over the validity of the issuance of these documents using information technology without additional adjustments to other organizational and methodological documents in the field of conformity assessment.

The new provisions of the Commission's act will ensure the implementation of the relevant provision of the 2025 Strategy on the introduction in the Union of an electronic type of conformity assessment document.
