Decision of the Board of the Eurasian Economic Commission dated April 04, 2023 No. 46 “On the unified register of issued certificates of conformity and registered declarations of conformity” amended the Procedure for the formation and maintenance of a unified register of issued certificates of conformity and registered declarations of conformity, approved by the Decision of the Board of the Eurasian Economic Commission dated September 26, 2017 No. 127 (hereinafter - Decision No. 46, unified register, Procedure, Decision No. 127).
The changes relate to paragraphs 10, 11, 12, 13, 14 of the Procedure, are aimed at clarifying, supplementing, changing certain provisions of the Procedure, including additional provisions in it, are consistent with changes in the uniform forms of the certificate of conformity and declaration of conformity with the requirements of the technical regulation of the Eurasian Economic Union and the rules for their execution, approved by the Decision of the Board of the Eurasian Economic Commission dated December 20, 2022 No. 198 (hereinafter - Decision No. 198).
Paragraph 3 of Decision No. 46 establishes that in addition to the information specified in paragraphs 10-13 of the Procedure, if this is established by the legislation of the Member State in whose territory the conformity assessment document was issued or registered, the national part of the unified register may be entered additional information:
digital identifier of the place of implementation of activities for the manufacture of products manufactured outside the territories of the Member States (GLN, (Global Location Number, global location number) or other identifier);
GTIN (Global Trade Item Number, global trade item identification number);
registration number of the customs declaration or other document issued during customs declaration in respect of products imported into the customs territory of the EAEU as samples (samples) for the purpose of confirming compliance;
information on the periodic evaluation of certified products;
information about the registered application for work on certification of products, indicating information about the applicant, the date of registration of the application, the name of the product, the group (type) of products, the manufacturer of the product;
information on the conclusion by the applicant with another accredited certification body of an agreement on the transfer of a certificate of conformity issued for serial products, including the transfer of the function of performing periodic control in relation to certified products (with an electronic copy of the agreement attached).
This information is not submitted to the Eurasian Economic Commission.
These provisions will be valid for 24 months from the date of entry into force of Decision No. 46, during which the authorized bodies of the Member States will monitor for any obstacles to the free movement of goods on the internal market of the EAEU.
Decision No. 46 enters into force on May 6, 2023.
Simultaneously, from May 6, 2023, paragraphs three - five of paragraph 3, subparagraph "b" and paragraphs four - eleven of subparagraph "c" of paragraph 4, subparagraph "b" and paragraphs six - fifteen of subparagraph "c" of paragraph 5 of amendments to Decision of the Board of the Eurasian Economic Commission dated December 25, 2012 No. 293, approved by Decision No. 198.
