Development of standards in the field of electric transport

        In August 2021, BELLIS took part and became the winner in the open competition of the Ministry of Industry to select the executor of event 10 “Develop state standards in the field of electric transport, its components and infrastructure, harmonized with international and European standards and (or) documents of subprogram 7 "Development of electric transport" of the State program "Science-intensive technologies and equipment" for 2021-2025, approved by the Decree of the Council of Ministers of the Republic of Belarus dated April 23, 2021. No. 245.

          As part of the implementation of the event, BELLIS in the period from 2021 to 2025 will develop 50 state standards in the field of electric transport, its components and charging infrastructure, harmonized with international and regional (European) standards.

          The development of state standards harmonized with international and regional (European) standards is the basis for the formation in the Republic of Belarus of a new science-intensive engineering industry and the development of the electric transport market. Increasing the use of electricity by road transport will reduce the environmental burden on the environment and reduce the dependence of the Republic of Belarus on the import of hydrocarbons.

          Currently, in the Republic of Belarus and the CIS countries, technical regulations in the field of electric transport and charging infrastructure are fragmentary, not always harmonized with international requirements, and often do not correspond to the modern scientific and technical level. This does not contribute to the effective solution of the problems of organizing domestic industrial production of modern, competitive electric vehicles, international industrial cooperation in the area under consideration, as well as the development of charging infrastructure.

          In this regard, of particular importance for the industrial sector of the Republic of Belarus is the development of the necessary technical regulatory legal acts, harmonized with the best world practice, establishing the requirements and methods for their verification in the field of: safety, environmental friendliness, reliability and compatibility of electric transport and its components (in particular, batteries , supercapacitors and other components and devices), charging infrastructure equipment, as well as smart charging of electric vehicles.

          The state standards proposed for development will be developed for the first time.

          The development of state standards will ensure:

          - protection of human life, health and heredity, environmental protection;

          - increasing the competitiveness and quality of electric transport of domestic production, as well as electric transport of foreign production, placed on the market of the Republic of Belarus;

          - elimination of technical barriers to trade in the sale of products in the field of electric transport;

          - rational use of resources (resource conservation);

- protection of the rights of consumers and domestic manufacturers of electric transport.

          The 50 state standards planned for development in the period from 2021 to 2025 will be a continuation of the work begun in 2019 on the development of state standards in the field of electric transport within the framework of the subprogram "Development of electric transport in the Republic of Belarus" of the State program "Science-intensive technologies and equipment" for 2016- 2020 years.

          The state standards proposed for development, which establish modern requirements and methods for their assessment in the field of electric transport and charging infrastructure, fully comply with:

          - the goals of sustainable "green" development, formulated at the UN Conference on Sustainable Development "Rio+20";

          - obligations of the Republic of Belarus under the Paris Agreement "United Nations Framework Convention on Climate Change";

          - consistent with national strategies, program documents and development plans:

          - "National Strategy for Sustainable Socio-Economic Development of the Republic of Belarus for the period up to 2030";

          - "National Action Plan for the Development of the "Green" Economy in the Republic of Belarus until 2025";

          - "The State Program for Innovative Development of the Republic of Belarus for 2021-2025";

          - State program "Science-intensive technologies and equipment" for 2021-2025;

          - State program "Transport complex" for 2021-2025.

          The consumers of the state standards proposed for development will be:

1. Manufacturers of electric vehicles and their components;

2. Scientific and technical, design, engineering organizations;

3. Manufacturers of charging stations;

4. Road infrastructure organizations;

5. Conformity assessment bodies;

6. Organizations operating and servicing electric transport;

7. Importers;

8. Consumers;

9. Supervisory authorities.

          The development of state standards is carried out in accordance with the requirements of the Rules for the development of state standards, approved by the resolution of the State Committee for Standardization of the Republic of Belarus dated July 12, 2017 No. 59.

          In 2021, work began on the development of state standards harmonized with: ISO 20653:2013, ISO 21498-1:2021, ISO 21782-4:2021, ISO 21782-5:2021, ISO 21782-7:2021, ISO 11452-8 :2015, ISO 11452-10:2009, ISO 11452-11:2010, ISO 61000-6-2:2016, ISO 11451-4:2013.

      At present, all final editions of state standards are undergoing metrological examination.

        In 2022, work began on the development of state standards harmonized with: ISO 11451-1:2015; ISO 21498-2:2021; IEC TS 62196-3-1:2020; IEC 62893-4-1:2020; ISO 17409:2020; IEC TR 62660-4:2017; ISO 11451-3:2015; ISO 11452-9:2021; ISO 11451-2:2015; EN 17186:2019.

          In the near future, the first editions of draft state standards will be distributed to the subjects of technical regulation and standardization of the Republic of Belarus.
