Changes in the technical regulation of the Customs Union "On the safety of low-voltage equipment" (TR TS 004/2011)

 

From December 11, 2022, amendments to the technical regulation of the Customs Union "On the safety of low-voltage equipment" (CU TR 004/2011), approved by the Decision of the Council of the Eurasian Economic Commission dated June 10, 2022 No. 90, come into force.

The main changes to this technical regulation include the following:

1. clarification of the scope of CU TR 004/2011 through:

amending the list of products that are not covered by the technical regulation

elimination of duplication in the technical regulation of the provisions of other adopted technical regulations of the Customs Union

So, for example, the number of low-voltage equipment, which is not covered by CU TR 004/2011, includes: equipment that was in use (operation);

equipment manufactured by legal entities and individuals registered as individual entrepreneurs, not intended for circulation on the territory of the Union, transfer free of charge, rental, hire or lease;

components of low-voltage equipment (assemblies, accessories and components) supplied by the manufacturer of this low-voltage equipment on a contractual basis, provided that these components cannot be available to the consumer (user) except as built-in low-voltage equipment for which they are intended;

components of low-voltage equipment (assemblies, accessories and components), the safety of which is partially or completely determined by how these components are built into other electrical equipment, and cannot be assessed (tested) otherwise than as part of this equipment (for example, connectors, winding wires, printed circuit boards, micro switches, relays, integrated circuits, discrete semiconductor devices, capacitors, inductors, resistors, filters and other components for mounting on printed circuit boards or otherwise inside housings or protective shells)

In order to avoid duplication in TR CU 004/2011 of the provisions of other adopted technical regulations of the Customs Union, low-voltage equipment included in the scope and subject to confirmation of compliance with the requirements of the technical regulations of the Customs Union "On the safety of machinery and equipment" (CU TR 010/2011) is excluded from the scope ), "Safety of elevators" (CU TR 011/2011) and "On the safety of equipment for operation in explosive environments" (CU TR 012/2011), with the exception of cables, wires, cords;

2. clarification of the conceptual apparatus CU TR 004/2011, including in relation to such concepts as: importer; low voltage equipment; low-voltage equipment that was in use (operation); rated voltage of electrical equipment; batch of low-voltage equipment; household electrical equipment;

3. clarification of the composition of the information indicated in the operational documentation of low-voltage equipment, in terms of the rules and conditions for installation, storage, transportation, sale and disposal, requirements for filling out operational documents and forms for providing operational documents for different groups of low-voltage equipment;

4. clarification of the list of low-voltage equipment subject to confirmation of compliance with the safety requirements of TR TS 004/2011 in the form of certification (hereinafter referred to as the List).

Thus, the list of electrical appliances and household appliances (item 1 of the List) is supplemented by automatic control devices for household electrical equipment, control panels, controllers. The types of personal electronic computers (personal computers) (item 2 of the List) and low-voltage equipment for household and office purposes connected to personal electronic computers (item 3 of the List) are disclosed. Electrified tools (hand-held and portable electric machines) are excluded from the List. Item 7 "Automatic switches, residual current devices" of the List additionally includes fuses, switchgears, switches, contactors, starters. Devices for the distribution of electrical energy (item 8) and electrical devices for controlling electrical installations (item 9) are excluded from the List.
