Changes in the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (TR TS 020/2011)

 

 

From December 11, 2022, amendments to the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (CU TR 020/2011), approved by the decision of the Council of the Eurasian Economic Commission dated June 10, 2022 No. 91, come into force.

The changes relate to a number of provisions of CU TR 020/2011, many of which are editorial in nature, the most significant are changes that clarify the scope of the regulation, the conceptual apparatus, requirements for operational documents, annexes 1, 2, 3 to the technical regulation.

In addition to the technical means listed in paragraph 2 of Article 1 of CU TR 020/2011, the scope of application of the technical regulation excludes technical means specifically designed to ensure safety in the field of the use of atomic energy; defense products to ensure the interests of defense and security, including those supplied under the state defense order; medical products; technical means that were in use (operation).

In Article 2, the wording of the definition of the concept of "importer" was changed, changes were made to the concept of "installation (mobile or stationary)", new concepts were introduced: "end user (consumer)", "batch of technical means", "technical means used (operation)”, “technical means of domestic use”.

Article 5 clarifies the requirements for marking technical equipment and their packaging, operational documents for technical equipment, including requirements for their content, design, presentation forms (on paper and (or) electronic media) depending on the purpose of the technical equipment (household, non-household), a condition is established under which it is allowed not to draw up operational documents.

Article 9 is declared invalid.

Changes to varying degrees affected Annexes 1, 2, 3 to the technical regulations.

So, in paragraph 3 "Electric batteries and accumulators and lighting equipment powered by them without active electronic circuits" of Annex 1, the word "light" is excluded.

The name of Annex 2 has been changed to "Types of electromagnetic fields that can be created by a technical device and (or) affect a technical device."

In Annex 3, the wordings of paragraphs 2 and 3 have been changed:

"2. Personal electronic computers (personal computers):

• personal electronic computers, including system units;

• cash registers, including those working together with a computer.

3. Technical means for household and office purposes connected to personal electronic computers:

• scanners, printers and copiers (including multifunction devices);

• monitors;

• uninterruptible power supplies;

• active speaker systems powered by AC;

• multimedia projectors”.
