COVID-19 certification procedure & Energy Efficiency requirements updates

EAEU/Belarus market access update in the Covid-19 situation

Be informed that 23.12.2020 the Council of the Eurasian Economic Commission has approved a Decision on temporary permission to carry out remote factory inspection and sampling products procedures using IT tools in EAEU. BELLIS fully supports this approach of conformity assessment procedures when restriction of experts' departure for conducting on-site factory inspection and sampling is existing. This will minimize negative consequences for the global industrial sector in terms of providing access to the EAEU market through remote mandatory conformity assessment procedures. However, it should be noted that at the level of implementation of the above procedures, there are important risks for certification bodies that are not members of the International Conformity Assessment Systems (IECEE) as well as certificate holders.

Requirements for Energy Efficiency and Energy Labeling in Belarus (Resolution of the Council of Ministers of Belarus No.: 849 dd. 21.10.2016 including changes)

Be informed that Belarus Energy Efficiency (EE) requirements and labeling standards have been updated.

Renewed EE Requirements have been introduced on November 01, 2020 in the following standards. The main changes are in the structure, terms and definitions. Revision date of all these standards has been changed to 2020. New testing is not required.

The most important changes are:

1)       All kind of products – EE label without BY mark (was applicable till December 31, 2019) is excluded from the standards.

2)   TV set/TV monitor – EE scale is A+++ to D. Interrelation EE index/EE class is not changed.

3)     Air conditioner – designation of standard СТБ 2480-2016 is removed.

Products according to previously issued certificates must be imported and sold with an updated Energy Efficiency label.

List of Products subjected to Belarus Energy Efficiency/Energy Labeling

For your reference see enclosed List of Products subjected to Energy Efficiency/Energy Labeling requirements in Belarus in accordance with the Resolution of the Council of Ministers of Belarus No.: 849 dd 21.10.2016 (amended by the last Resolution No.: 706 dated 18.10.2019 (came into force from 23.10.2019).

Energy Efficiency/Energy Labeling in EU Regulation

Although the EU Regulations relating Energy Efficiency/Energy Labeling have been revised, the updated Energy Efficiency/Energy Labeling requirements in Belarus are not adopted at this time. We will inform you in more detail about the certification procedure later. In addition, we continue verify correctness of parameters, indicated in (third-party) test reports based on certification testing of energy using products (at least one model from the range of products from each product group applied for certification).

Eurasian Economic Union Technical Regulation EAEU TR 048/2019 on The requirements for the energy efficiency of energy-consuming devices»

Be informed that the date of entry into force of EAEU TR 048/2019 will be postponed for at least one year (to 01st of September 2022). Currently, the EAEU is considering the issue, fully supported by BELLIS, on the postponement of the EAEU TR 048/2019 for a period of 3 years, in order to implement actual requirements of the European Union and to eliminate mistakes and inaccuracies have been made during the development of EAEU TR 048/2019. We will keep you update concerning these issues.

In conclusion, we would like to note that to date, at the EAEU level, all the necessary decisions have been made that allow BELLIS to continue to provide reliable and stable work and services to provide access to the national market, the EAEU market and other markets. The customs authorities of the Russian Federation today are completely deprived of the opportunity in any way to prevent the acceptance of EAEU (EAC) Certificates by Russian Customs authorities when submitting customs declaration to release products into circulation to the Russian/EAEU market. At the same time, activities on the cancellation of accreditation certificates of various certification bodies and testing laboratories, as well as on the cancellation of the validity of certificates of conformity issued by these organizations continue in the Russian Federation.
