Currently, the first edition of the draft amendments to TR EAEU 048/2019 has been prepared for consideration at a meeting of the working group. The technical regulations of the Eurasian Economic Union “On the requirements for energy efficiency of energy-consuming devices” (EAEU TR 048/2019) were developed taking into account the requirements of the European Union established in the implementing measures to Directive 2009/125/EC of the European Parliament and Council of October 21, 2009, establishing a system for establishing environmental design requirements for energy-related products. However, for a number of products, new executive measures have now come into force, which not only tightened the requirements for energy efficiency, but also generally changed the approach to their measurement and calculation. In addition, the European Parliament approved Regulation (EU) 2017/1369/EU of the European Parliament and of the Council of 07/04/2017, establishing energy labeling criteria and repealing Directive 2010/30/EU. In accordance with the preamble to this regulation, the Commission reviewed the effectiveness of Directive 2010/30/EU of the European Parliament and of the Council and identified the need to update the energy labeling system to improve its effectiveness. Thus, the European Union has introduced a significantly updated (scaled) system of energy efficiency classes, which is reflected on the corresponding energy efficiency labels and optimally informs the consumer (buyer) about the energy efficiency of products. This means that competitive advantages and incentives for development will be created for highly efficient products. The new labeling system mandates energy efficiency classes for energy-related products from A to G, color-coded from dark green (highest energy efficiency) to red (least energy efficiency). The A+, A++ and A+++ classes currently available on energy efficiency labels for a range of products should be removed as the implementing measures to Directive 2010/30/EU, i.e. the EU Regulations setting specific requirements, are revised (scaled up) to energy labeling of certain product groups. However, updating the requirements of TR EAEU 048/2019 only in terms of informing the consumer is not possible, since the approaches to testing products and calculating the energy efficiency index, on the basis of which the energy efficiency class indicated on the energy efficiency label, is determined. In addition, updating the requirements is necessary due to the fact that products manufactured according to the new requirements of the European Union cannot pass the assessment of compliance with the requirements of the technical regulations of the Eurasian Economic Union “On requirements for energy efficiency of energy-consuming devices” (EAEU TR 048/2019). Thus, imported energy-consuming products will not be able to circulate in the territory of the Eurasian Economic Union. Also, manufacturers who are residents of the Eurasian Economic Union will not be able to simultaneously comply with the requirements of EAEU TR 048/2019 and the current requirements of the European Union.
