Update 4 from 05.04.2017 (17:00 Minsk time)

Today the Meeting of the Consultative Committee on Technical Regulation of the Eurasian Economic Commission (EAEC) was held where heads and experts of relevant ministries and authorities of all EAEU Member States were present. During the Meeting, the Members of the Consultative Committee made the official statement that the actions of the Federal Customs Service (FCS) of Russia on rejecting EAEU Certificates issued in Belarus, Armenia, Kazakhstan, Kirgizstan are unacceptable. Also it was highlighted that FCS of Russia with its actions pushes companies to repeated receiving of EAEU Certificates via Russian Certification Bodies  to be issued in a few days for products which already have EAEU Certificates (issued in other EAEU Member States) – and it’s impossible to issue EAEU Certificates in a few days without gross violation of rules and procedures; therefore all EAEU Certificates issued by Russian CBs during this period will be subjected to monitoring and relevant actions. Companies, including national manufacturers, are suffering losses worth of millions because of the actions of the FCS of Russia. The EAEC Consultative Committee required from FCS of Russia to immediately return into operation the functioning of the previous system of electronic declaring which is accepting EAEU Certificates/Declarations issued in all EAEU Member States. Otherwise, the EAEU Member States will have to introduce adequate measures. In order to avoid possible tensions, the Eurasian Economic Commission will send the official letter to the Government of Russia requiring from FCS of Russia to return into operation the functioning of the previous system of electronic declaring. Update 3 from 31.03.2017 (20:00 Minsk time)

On 30.03.2017 (Thursday) from 16:00 till 16:42 (Minsk time) a video conference was held organized by the Eurasian Economic Commission during which official addresses of Belarus and Armenia were discussed on unlawful actions of the Russian Customs Authorities when performing customs clearance of shipments imported to the EAEU Member Countries through Russian borders accompanied with EAEU Certificates/Declarations issued in Belarus, Armenia, Kazakhstan, Kirgizstan. Content of the teleconference, decisions made and recommendation to companies you will find in the Report attached. At 16:00 Minsk time today (30.03.2017) Eurasian Economic Commission organizes videoconference where the problem with Russian Customs will be discussed. Belarus is preparing the official address on unacceptable character of actions of Federal Customs Service of Russia.
