Following Bellis letters No.: 14 dd 09.01.2017 and No.: 30 dd 12.01.2017 ( http://www.bellis.by/en/news.html ), please be informed that the process of introducing changes to  the Resolution of the Council of Ministers No.: 849 dd 21.10.2016 with respect to implementation dates of mandatory Energy Efficiency/Energy Labeling and Radio/Telecom Requirements in Belarus have been completed. This is formalized in the Resolution of the Council of Ministers No.: 77 dd 27.01.2017


The implementation dates of the requirements have been set and depend on the product, the summary you will find below. Detailed information on regulated products/applicable National requirements (standards)/form of conformity approval (CoC/DoC) can be seen in the Annex to the Resolution 849 dd. 21.10.2016List of objects for mandatory conformity assurance in the national conformity assurance system of the Republic of Belarus (enclosed) which has been updated by us in accordance with the up-to-date information from Council of Ministers Resolution No.77 dd 27.01.2017


A) Radio/Telecom requirements (Cl. 10 of the List): for most categories of product the mandatory implementation date has stayed as it is: 01.02.2017. For other categories of products, the mandatory implementation date will be 01.05.2017.

A.1. Radio/Telecom requirements are mandatory in Belarus from 1st February, 2017 for the following products:

10. Telecommunication devices:

10.1. Telecommunication devices functioning as data transmitting systems:

packet switching and routing equipment; equipment for data-communication network security; equipment of network services;

equipment for data network resources access aggregation and management;

equipment for voice, video and multimedia information transmission via data communication network except for end-user equipment

10.2. Telecommunication devices functioning as digital transport systems:

equipment for digital transmission systems of plesiochronous digital hierarchy;

equipment for digital transmission systems of synchronous digital hierarchy;

multifunction channel forming equipment enabling flexible configuration;

equipment for optical transport network

10.3. Telecommunication devices functioning as switching and service management systems:

private and production automatic branch exchange systems;

softswitches (controlled);

media gateways;

signaling gateways;

media gateway controllers;

proxy servers, forwarders, registration servers

10.4. Telecommunication devices functioning as digital TV-radio signals generator, encoder, decoder, multiplexer, converter, transmitter and receiver: encoders; decoders used at communication stations; head-end stations

10.5. Communications electronics:

10.5.1. Radio equipment for radio link communication

10.5.2. Fixed transmitters, rebroadcasting and digital TV transmitters

10.5.3. Base stations and mobile radiocommunication system transponders

10.6. Signal converters for data transfer via switched channels and unswitched signaling channels, including those incorporated in any other equipment, modems, fax-modems

10.9. Telecommunication devices functioning as digital transport systems:

equipment for optical channels spectral multiplex;

transmission media converters

10.10. Telecommunication devices functioning as switching and service management systems;

Subsystem core equipment for multimedia services based on Multimedia Subsystem (IMS);

application servers;

equipment for video- and audio conferences monitoring and control

10.11. Telecommunication devices used for subscriber access networking:

equipment for wire digital subscriber access;

equipment for Ethernet networks access, including Ethernet media converters;

passive optical network equipment

10.13. Subscription stations

10.16. Radio transmitters of all categories and purposes not elsewhere classified in sub-items 10.5, 10.12-10.15 hereof


 
A.2. Radio/Telecom requirements are mandatory in Belarus from 1st May, 2017 for the following products:

10. Telecommunication devices:

10.7. Telephone receivers of all types, coin telephones and other appliances, which can be connected to subscriber loops, and functioning via dialing number and transmitting and receiving voice messages

10.8. Document electric communication terminals, including those incorporated in any other equipment, fax machines, fax boards

10.12. End-user terminals for mobile cell systems including radio modules incorporated in other equipment

10.14. Radio equipment of DECT standard, including radio modules incorporated in other devices

10.15. Broadband wireless access equipment, including radio modules incorporated in other equipment


 
Form of Approval – Certification or Declaration depending on the product – see the annexed List. The customer can choose to order Certification (preferred by most Belarus vendors) instead of Declaration. In case of Certification – a foreign manufacturer can be the Applicant, no local/authorized representative needed. For Declaration – a local Belarus authorized representative is a must.

 

B) Energy Efficiency and Energy Labeling (where applicable) Requirements for motors and external power sources are mandatory from 01.09.2017, for other categories of products – from 01.07.2018.

B.1. Energy Efficiency (clause 3 and 4 in the List) requirements mandatory in Belarus from 1st September, 2017:

3.7. External power sources

4. Single-speed asynchronous (induction) three-phase electric motors.
 

B.2. Energy Efficiency (clause 3 in the List) requirements mandatory in Belarus from    1st July 2018:

3.1. Cooling household devices:

refrigerators, freezers and theirs combinations

3.2. Electrical ovens, hobs

3.3. Air conditioners with power rate up to 12 kW

3.4. Dishwashers

3.5. Washing machines

3.6. Drying machines

3.8. Non-directional household lamps, fluorescent lamps without integrated ballast, high intensity discharge lamps

3.9. TV sets, TV monitors

3.10. Household and office equipment:

cooktops;

microwave cookers;

toasters, fryers, electrically operated knives, foodmills, coffee machines and other appliances for cooking and processing food *(requirements for “other appliances” will become mandatory when relevant Belarus standard will be updated accordingly, presumably from 01.07.2018),

printers;

scanners;

monitors;

amplified speakers of AC power supply;

multimedia projectors;

broadcasting receivers;

video tape recorders;

video recorder cameras;

sound-recording devices;

audio amplifiers;

home theater systems;

electric musical instruments;

other equipment for sound and image record and playback, including equipment for image and sound transmission in ways other than telecommunication channels via signals and other means, except for TV sets


Form of conformity approval for Energy Efficiency – Certification (except for motors – clause 4 in the List, which is Declaration)



C) (unchanged) Safety requirements to Electric cables designed for more than 1000 Vac and 1500 Vdc (clause 5 in the List) in Belarus are mandatory from February 1st 2017. Form of conformity approval – Declaration (or voluntary Certification).


Please note that it is allowed to receive Belarus approval for the above products/requirements before the mandatory implementation dates of the requirements (which you can see above). It  means that manufacturers already now can apply for Belarus Energy Efficiency, Radio/Telecom, approvals which is strongly recommended in order to timely meet the deadlines.


Starting from the dates indicated above with respect to Radio/Telecom and Energy Efficiency,  EAC Conformity approval covering just applicable EAEU Technical Regulations (Safety and/or EMC) is not sufficient in order to supply/sell above mentioned products to Belarus; Conformity approval (Belarus Certificate/Declaration) in accordance with Belarus Energy Efficiency/Telecom requirements which is issued by an Accredited Belarus Certification Body is a must (for all products which enter the territory of Belarus from the requirements enforcement dates indicated above).


Please note that clause  4 of the Resolution 849 dd. 21.10.2016 specifies the following: “Determine that when Technical Normative Legal Acts (standards) superseding those specified in the List come into force, mandatory conformity assurance shall be carried out to assure conformity with such newly effective Technical Normative Legal Acts (standards) without waiting until the respective amendments are made in the List”. It means that when new/updated standards for products will be approved/come into force – the List which is the Annex to Resolution 849 dd. 21.10.2016 will not be officially updated with these new standards, however conformity approval must be performed in accordance with the newest standards (from their mandatory implementation date). BELLIS which is responsible for development of EE and EL standards will be informing its Partners on the latest versions of standards/their implementation dates which shall be used for conformity approval procedure.


Taking into account that Belarus Energy Efficiency requirements will be taken as the basis for developing EAEU unified requirements, it will be further possible to convert Bellis Belarus Energy Efficiency Certificates into EAEU Energy Efficiency Certificates when EAEU unified Energy Efficiency requirements will be developed and implemented. Therefore combining simultaneous receipt of BELLIS Certificates to compliance with effective EAEU Technical Regulations (CU TR 004 Safety and/or CU TR 020 EMC) as well as forthcoming EAEU TRs (such as CU EAEU 037/2016 RoHS which is mandatory from 01.03.2018) and Belarus National requirements to Energy Efficiency is the most time and cost saving solution. So when Bellis EAEU TR Certificate will be ordered together with Belarus National Energy Efficiency Certificate – 50% discount will be provided for the Belarus Energy Efficiency Certificate.
