Product conformity assessment

Conformity assessment – activities for evaluation of compliance of the object for conformity approval with the requirements of Technical Normative Legal Acts (TNLA) in the sphere of technical regulation and standardization.

The purposes of the conformity assessment: ensuring protection of life, health and heredity of human beings and property, protection of the environment; increasing of competitiveness of products/services; creating favourable conditions for ensuring free movement of products in internal and external markets, as well as for participating in international economic, scientific and technical cooperation and international trade.

• Conformity approval can be mandatory or voluntary
• Mandatory conformity approval can be performed either in the form of mandatory certification or declaration of conformity.
• Voluntary conformity approval is performed only via voluntary certification.
• Subject to the mandatory conformity approval are the objects for conformity assessment included in the List of products, services, personnel and other objects for conformity assessment which are subject to mandatory conformity approval in the Republic of Belarus.

BELLIS Certification Body performs mandatory and voluntary certification of products in accordance with its scope of accreditation.

Mandatory product certification is performed in relation to products included in the list of products, services and other objects for conformity assessment which are subject to mandatory conformity approval in the Republic of Belarus and for which such form of conformity approval is envisaged. The mandatory product certification is performed to compliance with the safety requirements to life, health and heredity of human beings, their property and also environmental protection which are set forth in legal acts of the Republic of Belarus and TNLA.

Voluntary product certification is performed under applicant’s initiative
In case of voluntary certification the applicant chooses by himself the TNLA (according to which the voluntary certification is performed) and determines the list of parameters which are to be checked. The list of these parameters shall necessarily include safety parameters if they are stipulated in TNLA for this product.
Application for product certification

Product certification in the framework of international or regional systems to which Belarus has joined (the agreements on mutual recognition of conformity assessment results are signed between the countries) is performed to compliance with the requirements of documents which are effective within these systems and which do not contradict to TNLA which are effective in the Republic of Belarus.

The schemes according to which product certification is performed based on BELLIS scope of accreditation are designed with regard to the peculiarities of the manufacturing process, tests, products supplies and use and the required level of evidence ensuring.

The mandatory certification scheme is determined by BELLIS Certification Body. The voluntary certification scheme is determined by the certification body together with the applicant.

Certification in the framework of international or regional certification systems or certification agreements which stipulate a specific certification scheme, is performed according to this scheme.

In accordance with the National System of Conformity Approval of the Republic of Belarus BELLIS recognizes conformity certificates which are issued within conformity approval systems (certification systems) of the member country to the agreement on the mutual recognition of the product conformity certificates.

Declaration of product conformity is done by the manufacturers (sellers) of the products who are registered in the Republic of Belarus – they are applicants to conformity approval with regard to the products which are subject to the conformity declaration in accordance with the List of products, services, personnel and other objects of conformity assessment which are subject to the mandatory conformity approval in the Republic of Belarus.
Application for declaration registration

BELLIS Certification Body performs registration of Declaration of conformity which are done by the applicant in one of the following ways:
- by making Declaration based on the own evidence of the applicant;
- by making Declaration based on the own evidence of the applicant and the evidence received together with the certification body and (or) accredited testing laboratory.

The product conformity declaration schemes and the list of parameters subject to declaration of conformity are stipulated in technical regulations for specific products; if they are not stipulated in technical regulations or no such technical regulations exist – then they are stipulated in TNLA approved by the Committee for Standardization, Metrology and Certification under the Council of Ministers of the Republic of Belarus (GOSSTANDART)
